There is no age requirement to file for a K1.

 

I am not sure if there is a age requirement in Philippines to be petitioned

Not for filling, you can always get parent to sign for anything you need

 

As I said I am not sure on the Philippines side, but I am sure you can get Parental signature to get around any age issue as well
