There is no age requirement to file for a K1.

 

I am not sure if there is a age requirement in Philippines to be petitioned

Just when you think you have TDS eradicate,  a new case shows up.

Many of these "agents" don't realize that the Philippines P3 and P4 is just an email with a link to the website.  Same with the eligibility letter.  Many embassies actually have formal mailed packets

Not for filling, you can always get parent to sign for anything you need

 

As I said I am not sure on the Philippines side, but I am sure you can get Parental signature to get around any age issue as well
