Two UK police certificate lost on the way

Hello all, for the k-1 visa interview, I have requested two UK police certificates but both were lost on the way. I think it very strange and am wondering if it has happened to anyone else. I requested the first one about two months ago, and because the certificate itself was very expensive (over 45 pounds), I opted for free delivery -- Royal Mail standard airmail that usually takes 7-10 days. But it didn't come after I waited for a month. Then I requested a free replacement copy, but it still hasn't come after three weeks it was dispatched. Out of urgency, I eventually had to pay another 54 pounds for an additional copy to be sent by international courier. Is it super bad luck of me or is there any problem or fraud in their mailing system? Has anyone ever received copies sent by ACRO's free delivery option?

July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

I believe that's just really bad look. 

I recently requested my ACRO police certificate and SAR (Subject Access Request), I was told it takes 10 business days to dispatch the ACRO certificate and up to 30 Days for the SAR report. 

 

SAR Report arrived Friday 14th (1 week after ordering), ACRO Certificate arrived Saturday 15th (9 days after ordering), and this was all with the free delivery option. 

Summary:

Filed I129f: 06/09/2018

NOA2 dated: 11/29/2018

NVC Case #: Fianceé (USC) Called and received it: 01/08/2019

Case Shipped: 01/08/2019

Case Received: 01/15/2019

Medical: 02/08/2019

Interview: 03/11/2019 - Approved

Visa In Hand: 03/15/2019

US Entry: 05/11/2019 - DTW

Marriage: 06/22/2019

Filed AOS/EAD/AP: 08/02/2019

NOA1: 08/09/2019

RFE: 09/29/2019

Biometrics: 09/30/2019

Interview Letter Received: 11/02/2019

Interview Date: 12/09/2019

AOS Approval Date: 01/04/2020 (Assuming - that's the valid date on my card)

Green Card Received: 01/08/2020
