Despite what the US site stays, it IS possible to get the UAE certificate from outside the UAE (I did it). But its difficult and you'll need someone in the UAE to do some running around on your behalf. Even better if they speak Arabic. And if you can't get it, fingers crossed they'll give you the waiver (its only "recommended").

Most embassy's know that a PCC is not available unless in person for UAE. I quoted the information just as USCIS states it and the embassy follows that directive. As you stated it is not impossible, but you had someone in country which would have been the same as if you were physically in country to retrieve the PCC. So for the OP it was NOT POSSIBLE to get a PCC as she was no longer in country and she did not avail herself of the numerus steps that you took but in the end her embassy came to the same conclusion that's its not available if not in country. Her visa was approved without it.
