the petitioner can fill in the form, yes, but the beneficiary will still need to print it out to take it to the interview.

If they don't understand English good, you can read these instructions from USCIS under can 3rd party complete the form

always best if he/she does it themself as they should understand English to do interview and live here

Also, the applicant needs to be the one to sign it as it is their application and they are the ones responsible for what's on it.
