filing a I-601 and I-212

Hi, 

I've been deported in 2017 and my wife and children(all US citizens) are in the US. We're in a process of filing a I-601 and I-212, however, I get a mixed response from two different attorneys. First one states that the forms needs to be filed/sent to Nebraska and the second one claims that it's filled with the local embassy/counselor. I'm little lost here, any advice will be greatly appreciated. 

Also, we have approved I130, however the Visa National Center doesn't have any records of it. Does this make the process of filing I-601 and I-212 any different?

It is my understanding that your USC files for the petition and when you go to you interview you are asked for the waivers, then you file them. The CO at your interview will tell you where to send the waivers.

A standalone I-212 can often be submitted on its own. However, the I-601 can only be filed in conjunction with a immigrant visa application. This would be after you interview and are determined to be inadmissible with the option to file a waiver. usually when both are required, they are filed together.

I had the original deportation order in 2002, I've missed my master hearing because of the addess change. I've been arrested by ICE in 2012 , but released since during the Obama years I was considered not a priority - no criminal record, and family of 3 that are US citizens.
