I didn't think an F4 gets an I-94.

Non-immigrant and parolees.  Immigrants get the I-551 stamp

Regarding a visit to a SSA office, I actually recommend that you arrive 1 hour before closing. Check with the security guard posted at the front, when is there "cut off" for accepting people. They have to legally accept you into the office by X time and issue you a ticket. During that last one hour, all the staff work at a much faster pace, to process everyone in the lobby, so that they as staff members can go home.

I arrived on a K-1 visa and had the same experience, only that the CBP officer was relatively nice. He asked me two questions, opened my envelope, took my fingerprints, stamped my passport and said "Welcome to America". Took a few minutes only, that was all.
