For example. If I petition for my husband . Does the USCIS forward form i130 form to the NVC? Is that what the NVC will base the interview for my husband on? Or is the interview based on what you submit in the DS260 form?? Thank you

Yes, when Uscis approve your form I-130, they send all your case to the NVC. They base your case in everything you sent to them.

yes the USCIS forward everything to the NVC after approval of the I-130 Then after the NVC approves it they will forward everything to your Embassy. However most Embassies will let you bring more evidence to the interview I am not sure what country your husband is from but you should research what the interview process for the embassy is there
