This is not so. It is however, based largely upon the interpretation and ignorance of the person working behind the SSA office desk. They, and the DMV, routinely know very little about what their own policy says. Requesting a supervisor usually clarifies, which has been proven time and time again. If the supervisor also seems clueless and spouting something contrary to their own policy, it's then time to seek out a different SSA building. As long as the person is in the timeframe of eligibility, they can obtain an SSN regardless. However, to avoid any potential hassle or misunderstanding with the SSA clueless employees, it's best to snag the SSN before marriage, and even then, come armed with highlighted portion of their own policy. For technical purposes, your K1 visa is used the moment you cross the border - married or not. The 90 day period and the K1 class you entered on allows you the ability to obtain the SSN. You are only truly in 'limbo status' if you are past the 90 days, and still haven't filed for adjustment.

I live in a town far smaller than you. I expected a hard time, but they handled it with no problem. You won't need an SSN to obtain your marriage license. However, I would encourage you to obtain your SSN as soon as you're able to. You'll find things will go smoother in the long run.

K1 remains how you got in the country.

Your class doesn't change but your status changes.  In any case that is the way it's being interpreted by many people working at the SSA office, whether it's correct or not.  In which everyone is having different experiences it seems.  So to be safe get it before you get married.
