My wife is now in the process of removing conditions to get  her 10 year green card. Her son who is in the Philippines ,will turn 20 in March wants to come to the US. He did not want to come to the US when she was going through the immigration/K1 process because he wanted to finish school so we did not file then.

 

He was 17 when we were married. Can I file the I-130  as step father? Once filed does the clock stop?

yes, you have to file for him before he turns 21, since the marriage took place before he was 18

 

as you are a USC, the age will freeze, not the same situation if his mom were to file for him as she is only a LPR

 

so file immediately
