F2B with problem please Help

I have my brother Who must pass his interview but he have a black flag 9years ago he applied for an F1 students visa with a different name than F2B on F1 his name is S. Mahedine birthday 01/09/88 on F2B his name is Mahdine S but F1 was refused my questions is the following.                                                         1- Is it a mistake? 2-are fingerprints still in their files 9 years later despite F1 being made in Niger and F2B going to BF 3- can this be a problem for this visa despites being his biological parent 4- how to fix that?   Thanks

He wanted despererately to join his mother but F1 refused also the interview for F1 was Niger and the interview for will happen in BF will fingerprints in Niger to seen at BF

With so little detail difficult to say much but certainly sounds like Material Misrepresentation, he will need to declare his prior refusal on his new application.

He already had to declare his prior refusal on DS-260. If this question will be asked at the interview, he should be prepared to answer it and again, all data is stored in the system, so no lies.

Did you read the replies? He will have declared it on his DS260.

The applicant fills in the form, in this case your Brother.

Your brother needs to complete a form for the interview called the ds260 in which he will be asked about previous visa denials.

 

He has to answer honestly, will his past lies affect his current application - if they decide it was material misrepresentation (where the misrepresentation could have led him to get a visa he wasn’t entitled to if the lie hadn’t been told) then yes it will and possibly lead to a lifetime ban.
