I have limited knowledge of Cebu proper or surrounding areas. I have made about 5 trips there.  There was an Aussie/UK owned bar called Our Bar on Sanciangko Street.  They had US food and money changer would come to you there if you need black market rates and best in town.  I don't know if it's still open.

 

I would stay at CebuView Tourist inn for 800 peso per night, walk down street about 40 paces and could get a full body massage for 200 peso for one hour, excellent service.  If you need to get out of the house and have some alone time it a good escape and have internet free in the lobby.

Liloan is about 40 - 60 minutes (depending on traffic) north of Lapu Lapu.  

 

If I need some alone time I will just kick her out of the unit, but since her Papa is the one building the unit on subdivided family land, I probably should just be on my best behavior

 

I think I will stay in Lapu Lapu the first night since I arrive at about 2AM

Good timing ...  Dec - Apr are the cooler months in the Phils  ..  the warmer weather will get the chill out of your bones from the Minni-snow-da winter.     And you will miss the March Hockey Madness snow storm ....   yup I am from Minnesota originally.

You are flying in directly to Cebu from USA, Skipping Manila?

Everything or most everything either goes through MNL or CEB.  Direct flights to Davao and many other cities are available via CEB as well.  

 

When I will be there I am certain we will do a short weekender to Palawan.  Last I checked the flight was 4,000 pesos RT and a little more than an hour flying time

Palawan is cool I have been there a few trips. I have always stayed at Sheridan in Sabang, where the underground river is.   I really like Palawan Island.  Puerto Princessa to me looks like any other city in Philippines.   I hear El Nido and Coron are excellent but I have never left the Sabang area due to I love the beach there with the waves.

 

There is a place called Camigiun Island pretty close to Cebu, I think maybe you take super shuttle to get there from Cebu,  I  went from CDO to Camigium Island.    They have like 5 hot and cold springs there and admission is like 8 pesos and is still a undiscovered area that hasn't been turned into a tourist trap.
