AOS confusion. Need help

My joint sponsor earns enough CURRENTLY with annual salary, however, because of his last year's tax return income being low than poverty guideline , do he also need to fill out the assets portion? The wording on the I-864 makes it seem like he do, as it says the following: "If your income, or the total income for you and your household, from Part 6., Item Numbers 19.a - 19.c, exceeds the Federal Poverty Guidelines for your household size, YOU ARE NOT REQUIRED to complete this Part 7. Skip to Part 8." Is it one or the other has to meet it (ie: Your CURRENT income OR Total income from last year Tax returns), or they BOTH have to meet it (ie: Your current income AND total income from tax returns past 3 years)? My mind is playing games with me on this one and not sure what exactly it means.

Since his total income from Part 6., Item Number 19.a, does NOT meet the Federal Poverty Guidelines, even though his CURRENT income does.... does that mean he need to fill out that Use of Assets to Supplement Income?

If the  co-sponsor can clearly show that their current and ongoing income is over the poverty line, that should be sufficient.  Show several paystubs. and if you can a letter from the employer stating salary and that the job is stable and long term.

It means if last year income is low than poverty guideline for household size than it is ok ??

Be sure to also submit the joint sponsors' proof of residence in the United States. If the joint sponsor files jointly with their spouse, then you need an I-864 for joint sponsor and an I-864A for joint sponsor's spouse. You may also need to provide proof of US residence and current paystubs for both of them
