She can if she applies for and receives Advance Parole. This takes around ~90-120 days to be approved.

Yeah, she needs either the green card or AP. Technically she can leave, but she likely can't re-enter without a CR-1 visa (the K-1 is single use and any other non-immigrant visa will be extremely hard to obtain or difficult to use through CBP inspection with a past AOS application).

She should have green card in hand before leaving the U.S. to visit Vietnam. You can file for AP along with the green card. To be safe, she should have green card before leaving for Vietnam. A green card can take anywhere from 30 days to three months or more. My wife didn't have to wait long for hers.
