Hello friends,
If someone was in the USA for four months on visitor visa three months ago for first time. When is safe for him to visit again? What is recommended gap between the two visits? He has 10 years multiple visitor visa. I am trying to make sure that my friend does not get many issues at entry or declined entry. 

what is the worst case scenario entry denied or entry granted for less time? This will be his second visit.

Nvc sent case to Mumbai consulate. 09/2014

Mumbai consulate put case under AP for 1 month.

Consulate sent my case back to nvc. 11/2014
Uscis received case back from NVC for further review. 12/2014

Since then no update. status says they are reviewing the case and will contact us when review is done.

At least the same amount of time out that he was in. Since he already spent 4 months inside the US this year, if he tries again this year, cbp most likely will turn him away since it will be like he's living here (6+ months inside).

also, what kind of job and ties he has to his country that allows him to be away for so long ?

I agree with p-ana, the general rule of thumb is as much time out as in.  There are other issues that a visitor can run into if they spend more than 6 months in the US which may involve the need to meet IRS tax filing requirements.  So in general, as much time out as in, and no more than 6 months in the US in a tax year.

They could Deport him.

Good point! I guess they should think long and hard how much they want to push their luck.
