We have two wonderful children, a 4-year-old daughter, whom was born out of wedlock and not from me, I am her step-father. We have also a 1-year-old boy, I am his biological father. We have the following docs gathered: nso birth cert for both children, nbi, passports, CFO seminar cert, nso birth cert for Wife, nso marriage cert, and misc copies of my plane itenaries, money transfers,  Facebook conversations and lastly pictures of both children with me in their life. I have the following questions to move forward without any unknowns. 1. My daughter, I am not related nor her biological father, just her stepfather, the biological father isn't involved nor actively in her life. her nso birth cert shows the last name of her mother's maiden name, not mine, will this be a problem during visa processing? NSO docs, I've heard from the grapevine the docs must be "long form". How do you determine if your NSO docs are as such? 2. CFO seminar completed in Cebu, we have the certificate, can we obtain the sticker at Manila, where and how?  Are there any other seminars needed to be attended for my Wife to immigrate to the U.S? 3. Visa immigration application form. I printed the I-130 and its showing at the top right-hand corner " expires 12-31-2015" is this nonconclusive or do I need to get an updated form, if so where and how? I printed this form from this site.

thank you all so much for your help.

1. My daughter, I am not related nor her biological father, just her stepfather, the biological father isn't involved nor actively in her life. her nso birth cert shows the last name of her mother's maiden name, not mine, will this be a problem during visa processing? No

NSO docs, I've heard from the grapevine the docs must be "long form". How do you determine if your NSO docs are as such? No need for a long form. Whatever NSO/PSA released to you will be fine.

2. CFO seminar completed in Cebu, we have the certificate, can we obtain the sticker at Manila, where and how?  Yon can get the stickers placed in the passports at either Cebu, NAIA or CFO Manila.

Are there any other seminars needed to be attended for my Wife to immigrate to the U.S? None

3. Visa immigration application form. I printed the I-130 and its showing at the top right-hand corner " expires 12-31-2015" is this nonconclusive or do I need to get an updated form, if so where and how? I printed this form from this site.

thank you all so much for your help.

Passports?   The boy is a USC, did you complete CRBA at the embassy and get him a U.S. passport?  Along with him having the Philippine passport (need this to avoid excess ECC fees later)

Do NOT need an NBI for the boy as he is a USC, he does NOT need a CFO certificate.. again... he is a USC.

The daughter having the mother's name is totally fine (and expected), no issue there.

Long form?   Not sure what that is.  The birth certificate from  PSA (was NSO) are what they are, same for CENOMAR/CEMAR and marriage certificate.  NBI for your wife will need to be for TRAVEL ABROAD (green colored form)  no special length with them either.

Here is the current form:   https://www.uscis.gov/i-130

hi, Hank_.  No I didn't file nor complete the CRBA at the embassy in Manila, wasn't there for his birth neither was he born in Manila at that point in time, so it's been a year and three months. I didn't know at the time I could change his nationality, is there still time? OR is it ok he remain Filipino with a current passport? What are these ECC fees?

Here is the thing... your son CAN NOT get a visa... he is a USC, embassy will require the completion of CRBA.     Is there time?  There will be as the embassy will hold issuance of your wife's visa until it is completed.   You don't have to be there to do this, your wife can complete the process.

ECC is an Exit Clearance Certificate ... a non-issue with a Philippine passport.

hank, ok I will check on this, I thought it was optional for my son to remain Filipino, do they issue him a  u.s. passport? what happens to the Filipino passport?

Not optional for traveling to the USA, all USC must enter the USA with a U.S. passport.    When you complete CRBA you also complete the U.S. passport application.

Nothing happens to the Philippine passport, it is still valid.   And you will be glad you have it when it comes time to travel.. avoiding the ECC fee (I mentioned earlier)

You son will be a dual citizen... two nationalities ;)

Follow the embassy links I provided.
