it tells me to do exactly as it is in the passport but i was told by two nvc officals over the phone to do it First then Middle. Any Help?

If I were you, I either go by Vietnamese name order or omit the middle name eventually. Only first and last name that matters. Just my two cents.

So The Name Listed On my wifes Passport is N P Q aka Last- Middle- First.

Now on the Ds-261 it ask for the surname and given name

I want to put surname- N     and for Given name- Q P

Is this correct will this be a problem???

Does it say "given name" or "given names"? If it doesn't ask for a middle name you could just put surname (last) and given name (first). It will be fine to anglicize the name order.

American style for American documents. Don't get hung-up on Vietnamese style - it will cause a lot of problems. Your wife has a first name and middle name and last name - just like we do in America. Use this style. We ditched the Vietnamese style from the first document we filled out and never looked back. When you get settled in America, she can use whatever names she wants - just make sure it is the same on her Social Security documents, drivers license, etc.
