Probably in about December-January.  She will need a medical and interview if you're a US citizen

I am unsure how the whole I-130 and stuff process goes; but still have until probably December-January this year as it is generally a 2 year process for LPRs.

A permanent resident card is for living in the US. You might get away with one or two long overseas visits, but CBP begins to question your ties to the US after that. You do not 'visit' the US on a green card.

The law for US Citizens is different from Green Card holders. The time to bring a wife from a foreign country is at least two years or more.

While you can go in and out of US with a Green Card, when your wife's application is finalized and interview is scheduled, at that time the authorities can ask questions about this. So plan accordingly.
