Possibly yes! I have an uncle who has had his green card for almost 20 years. Overdue to file for citizenship but he prefers to remain a GC resident for personal reasons

Agreed, there is no requirement to continue on to citizenship.  That is why green card holders are titled "Legal Permanent Residents" which allows them to keep their green cards as long as they maintain the residential requirements.
