Can the petitioner fill out and sign the DS -260 electronic form

Sorry for asking a stupid question but I just want to make sure. Do I the petitioner on  behalf of my spouse fill and sign this out or does my spouse.

It is the spouse's form but the petitioner can do it for them.  Just make sure everything is completely correct.  You do not want your spouse denied a visa due to material misrepresentation because you messed up.

I asked this before but didn't get much response. I know the DS-260 is for the applicant/beneficiary but I just want to make sure : Can the petitioner fill it out and sign/submit it? Will you get in trouble if you do that ? Should I EMAIL NVC and let them know If I can do it? I completed the Ds-261 as the choice of agent/petitioner and paid the fees. I'm asking this because my husband doesn't have quite good internet service in his home country. I called the customer service but they didn't pick up.  I just want to make sure I am doing everything correct. Sorry if this seems anoying.. I will appreciate any answers. Please respond if you can.

I think you can. I did that for my husband. I called him and stayed on the phone and read the questions to him and completed the form accordingly. I forgot some of the stuff but I think there is a place where you can indicate you helped.
