My sister husband is having his embassy appointment February and she doesn't know if she needs to do a new I-864 because the one she did for nvc was in 2014 but her case has been stuck in the Salvador embassy since then

Should she do a more recent one with the new taxes of 2015 for her new appointment?

So she needs to do a whole new AOS? is it ok if she no longer needs a joint sponsor and just uses her tax return since now she makes enough income?

Yes, whole new AOS with new taxes, and yes, she can drop the co=sponsor if she is now comfortably over the poverty line.
