One of my family members is visiting CA for 6 months and he's on B2 visa.

My auto insurance company (Ameriprise) won't add him since he doesn't have a US driver license.
In fact, they made me sign a paper to exclude him on the policy or they were going to cancel my policy!

I was able to get auto insurance for him from State farm last year but can't do it again because they expect him to get a license after 1 year.

Any other insurance company would cover a foreign driver?

Can he get a CA driver license without SSN and proof of residency?

One reason insurance companies are hesitant to add foreign drivers is to reduce the risk of the policy holder disappearing overseas in the case of an accident. Maybe have him be driven, or he could try uber, etc for the duration of his visit. He is after all on a short visit on a B2.

When I moved to the US last year I used my foreign driver license for a few months before I was able to get a NYS DL (took awhile before I could get a road test appointment). I was able to get insurance from Geico with no problems at all.

One of my family members is visiting CA for 6 months and he's on B2 visa.

California may be different, but Geico never asked anything about my immigration status. They gladly accepted my foreign driver license.

Different than being on a B2..

I used Access as a car insurance when I was 9 months in Cali on a B1 visa. I used my German driver license and they were fine with it
