We received our letter from ASCIS that our petition has been approved. Gives the notice date as September 15, 2016 (we received it soon after that), and says we should allow a minimum of 30 days for Department of State processing before contacting the NVC. It's been more than 30 days.

However, when we log on the website, it says:

Case Was Sent To The Department of State

On October 7, 2016, we sent your case, Receipt Number *******, to the Department of State for visa processing. Please visit our website for general information on Consular Processing.

So, as you can see, they are two different dates. Which one should I go by? Should I go ahead and contact NVC? (Sorry for the font changes.)

It takes 3-4 days for the case to physically reach NVC from USCIS service centres. Then it takes them 14 days to log the case into the system and assign a case number.

I would start calling them the middle of next week, if I were you. Although they might not be able to give you a case number right away, they will be able to tell you whether they have physically received it. And that's always good to know.

Thanks! I'll contact them then. Have a nice weekend!

Its not a law you have to wait 30 days. Personally I would be calling first thing tomorrow. Just because USCIS finally updated your status Oct. 7th doesn't mean it went then. It might have been sent earlier.

At NVC you must be proactive if you expect to get out of there within a reasonable amount of time

In the meantime here's the NVC Process wiki to read and reread follow it and you will be fine.

Well, pretty much the same thing happened to me. I was approved from the USCIS on the 24th August, and they didn't send my USCIS case to the NVC until the 27th September. When I called the NVC the week after the NOA was sent, they told me that it would take them up to 6 weeks to enter the USCIS case into their system, and after they have enter the case into the NVC system, it will take them 2 weeks to issue a NVC case number.
