Here is some info on obtaining Russian police reports:

https://www.wikiprocedure.com/index.php/Russia_-_Obtain_a_Police_Clearance_Certificate

This part in particular seems to be useful:

People living in Russia

  • Apply to the Information Centre of the Ministry of Internal Affairs, Head Department of Interior Affairs (GUVD) or Department of Interior Affairs (UVD) of their city/region/republic (see “ГУВД и УВД в субъектах России” at www.mvd.ru/contacts/sites/).

Hello,

My fiance is from Bosnia and from a very small village. He went to the village he grew up in (local police station) and asked for these records. Basically, they write up that he has never been fined or guilty of a crime. Super easy.

July 7th, 2016 – Engaged

September 1st, 2016- I-129F Sent to Lockbox Facility in Lewisville

September 6th, 2016- NOA1

- No RFE’s -

October 3rd, 2016- NOA 2 (Via USCIS application)

- Hardcopy came a week and a half after –

October 27th, 2016- NVC received case (after many weeks of calling)

October 28, 2016- Case was assigned a number

November 4th, 2016- Case left NVC for Bosnia and Herzegovina

( According to DHL website tracking my case will be received by the consulate on November 7th,2016)

November 7th, 2016- Interview (APPROVED)

November 22nd, 2016- POE: Salt Lake City. WE ARE FINALLY TOGETHER.

Hello! You fiancee should fill in an application form at https://www.gosuslugi.ru/16587/1/ and wait when it is ready . She can check the status of her application. Before doing that she should have been registered at www.gosuslugi.ru. It took 3 days to get my police certificate but in instruction it is written that it can take up to one month.
