Petitioning brother from UK

I filed a petition for my brother in 2013.

I need help understanding how to use the visa bulletin

https://travel.state.gov/content/visas/en/law-and-policy/bulletin/2016/visa-bulletin-for-september-2016.html

Am I right in saying they are currently processing applications submitted in Oct 2013?

I see 2 charts and I'm not sure which chart I should be looking at.

Chart A says F4 08OCT03

and chart B F4 says 15JUN04

The USCIS agent also told me not to refer to the bulletin until we receive notice that his petition has been approved.

I just need to know of a rough timeline of how many year left to wait before USCIS touches priority date DECEMBER 2013.

Can someone please clarify for me please?

My guess 2030.

are you counting from when i filed in 2013 or another 13 yrs from now.

and if from now, why? and not 13 years from 2013?

from the visa bulletin if you look for F4 what do those date symbolize?

Chart A is FInal Action Dates

Chart B is Dates for Filing VIsa Applications

So definitely 2 different charts.

Chart A final action dates for category F4 is 08OCT03 means a priority date of 2003 10 years before your filing.

Long wait yet to go

People getting to the head of the queue NOW have been waiting 13 years, the wait has been going up. And is expected to increase significantly over the years.

So 2030, would be 2026 best case, assuming there had been no increase in applications.

I think you are failing to see that is 2003, not 2013.

where are you getting the priority date of 2008 though? year/month/date ?
