F4 - CSPA (merged)

hello people,
my uncle petitioned for my father(57) and mother (52) and me(24) under F4 category in May 2003.
Petition date - May 2003
Approval date - June 2009
visa bulletin current date - feb 2016
application(ds-260) filed for my father and mother in feb itself and NVC did not generate an invoice for me but my name appears on the ceac site as Follow to join N/A under IV fee.the invoice was generated for my parents but not for me.
My current age is 24 and i want to know whether do i qualify under CSPA act and still legally apply under the F4 category with my father and mother?
please reply asap and let me know what is the process to obtain the invoice and apply?
PS - My parents fees are already paid and ds260 submitted.

Petition took 6 years to approve, you can deduct those 6 years from your age, making it 18, so sounds like CSPA helps you out.

I'd call NVC and ask what to do.

CPSA would deduct the days from the first petition acceptance letter to the date on the approval letter from your age. It look like you should be ok .
