I'm amazed that someone knows exactly what their grandmother discussed with a third party 30 years ago. But that's by the by.

For the OP, your best bet is to find a local caregiver for your sister-in-law. Or move her in with you.

i suggest one of the family look into Senior citizen care center

a visa does not seem possible

besides there are home care people here that her doctor and social serivices can help her get

Step sister should try applying for a visiting visa if she really just wants to assist caring for the ill step-sister, however no compensation will be allowed with visitors visa.

My grandmother used to travel to the U.S every six months to care for my aunt's kids because of the convenience of having free childcare 24/7 (Aunt was a teacher & full time student studing for her Masters).

No, she cannot come here on a visitor visa to care for her. It would be considered work even id she isn't being paid.

this was illegal and you need to stop advising the OP to commit fraud
