Hi,

My PD is 3 Nov 2010, and visa bulletin stopped at 1 Nov 2010.

Can anyone tell me what happened? how long I have to wait?

I can't find any information why visa bulletin didn't move in F2B category. I'm really confused.

It happens, its just that you missed the cut-off date. There is a good chance that you might be current in next month's bulletin. You can start calling NVC to see if they've scheduled your interview. In the meantime, start making sure you have current copies of all documents required as in tax forms, pictures, your passport is current, etc.

*** Father became naturalized Citizen in Nov 2016, sent in opt-out request, received Nov. 2016,

Finding it strange that both Phoenyxx and myself arrived after you but they are telling you about 120 days waiting period. Let's hope they don't actually wait until September.
