The new policy which could go into effect as early as this Sunday spikes a buzz-killing blue law from 1934 that prohibited the sale of alcohol between 4 a.m. and noon on Sunday.

Outside the city, businesses can start serving alcohol as early as 8 a.m. up to 12 times a year a rule that could increase business during sporting events such as European soccer matches on TV here at early hours because of time differences.

New York City bar and restaurant owners didnt get the 8 a.m. option because community boards have received complaints about noise generated at brunch hot spots, lawmakers said.

That didnt make much sense to some in the restaurant industry.

I find it shocking that in the city that never sleeps, apparently, there are people who insist on sleeping in, said Scott Wexler, executive director of the Empire State Restaurant and Tavern Association.

Did you see the kerfluffle in NYC about people getting so drunk at all you can drink brunch that they were laying on the street and peeing on the street?

Baah. You ain't been to London. Seriously NY is getting too square.

Talking of which I googled Albany-place needs all the help it can get.

Well I have been to London many times, but I don't recall am street pissing. I musta been in the wrong neighborhood!

NY is like disneyland now.

Most definitely. Smithfield market at 5am for breakfast, a few hours sleep, then up again.

Boy, has Central Park changed. I was shocked!!!

I saw some weekend cricket games and read about a topless book reading picnic club in the park.

I did want to play cricket though :/

Have you been to the Church in London? They would have sunday morning parties.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

One of the most remarkable things I found about moving from London to Los Angeles was the rarity here of encountering piles of sick outside bars, restaurants, random city pavements, and one's own doorstep.

This change in law is a stupid kowtow to the restaurant industry.

Most of us that live here don't want to put up with those public nuisances (or worse) outlined above. But since when are everyday residents consulted on matters like these?
