I-130 for F4 category - HELP

I am a Canadian citizen with a half brother (same father, different mothers) who is a US citizen. Just some background, my brother is over 21, as am I, but he was born out of wedlock.

I just called UCIS to get a overview of what happens after the I-130 is filed, and the operator told me that because my brother was born out of wedlock, he would not be able to petition for me.. is that true?

I really hope I just got a dud operator, as I had to explain to her 3 times that we were not step-siblings, that we were half siblings.

Any feedback is greatly appreciated.

Given the information the USC brother has a USC mother. They share a father.

Our mutual parent is not a us citizen. His mother is a permanent resident of the United States, my brother was physically born in the United States Edited June 9, 2016 by monique404

This is why on VJ it's called the misinformation line.

Sibling petitions take 8+ years to have a visa number available, by the way.
