get married in the US and apply CR1

Hi,My boyfriend and I want to get married when I am visiting the US on a tourist visa(ESTA). But after we get married, I will go back to my country. Then my boyfriend will apply CR1 visa for me to go to the US . Is that OK and legal that I get married on a ESTA visa... and come back to my own country and have my husband apply CR1 for me?

What do I need to apply CR1?

About financial documents... if we don't have tax records, what can we do?

ESTA isn't a visa, but yes you can get married when visiting as a tourist.

Yes you can absolutely get married in the USA as long as you leave within the 90 days given on the VWP.

You don;t need tax records. he, as the USC petitioner, will need them or a good reason why he does not; if, for example, he made no income at all as a student, then he can write a short explanation, and of course you will need a co-sponsor. If he simply didn't file taxes, he will need to backfile.
