ROC 9 months . why so long?

Does anyone know why is taking so long to receive the 10 gc? 9 months and still waiting. A friend of my husband's and I, has not been married for 2 years, and already received his 10 year green card. He was told since USCIS took longer than usual to mail him out his 2 year green card, they sent him the 10 year one instead. He advised us to call and keep calling, but we know that doesn't make much of a difference. Any suggestions? Should we set up an info pass appointment? It's almost a year and we were planning on going for vacation but since the NOA we received its only good for 1 year, what can we do? Do we apply for another AP and EAD?

If your window to file for citizenship is now open go ahead and file the N400. That will force the ROC to be completed. Sounds a bit crazy, but this has been effective for many VJ members in the past.

If you are asking "why", short answer is Vermont center preferred slowing down its operations on ROCs since last summer. If you are getting close to the expiration of the 1 year extension and still not approved, make an infopass appointment and they will put a I551 stamp on the passport which will extend your residency status for another year. At this point calling will not help you because you are still considered within normal processing time. What's your NOA date?

USCIS seems to be overloaded and running way late. Check out our timeline, it took about 9 months to get our ROC approved, and that is with an RFE, at CSC.

Thank you for your response. My NOA is 07/06/2016. When I go on USCIS.gov to schedule an info pass appointment what type of appointment am I requesting?

Ok you still have May and June people ahead of you. They are currently processing these cases. Hopefully they spped up but you may not hear anything back for another 1-2 months. When you make infopass, select case already filed -> case processing appointment. You still have 3 months left in your one year extension, field office may find too early to give I551 stamp at this point. I'd suggest you wait at least one more month but if your vacation coming up soon, do it now and tell them about your upcoming trip. Edited by charmander

I have the same problem here...its been 10 months and i have heard nothing, except a request for my daughter go biometric for photo only. My NOA date is 07/2/2015, and my biometric notice was for August 4th. At the time they made no request for my 7 year old daughter to go in for biometrics. We only got the notice for her 1 on month ago. I am hoping it means someone is looking on our file, because we do have vacation coming up in July as well.

Your friend is lying to you, btw.

Apparently it happened to someone on this forum before: http://www.visajourney.com/timeline/profile.php?id=15520

Looks like it didnt cause him trouble during naturalization either.

IMHO they don't hurry cause you have docs for work and travel in hands(they think good docs, but....:-)). And they know that it could be turned for applying for citizenship after some point. All together gives low priority.

My friend is not lying because i was the one that helped them to adjust status and he showed me in person his 10 year green card. My question was why it was taking so long it wasn't for you to tell me whether my friend is lying or not. Thank you.

Perez525, I think that is taking so long because these type of petitions are very low priority in the government service centers. This is not like your visa expires and the service center needs to hurry to approve you the next one. You already probably know that, once you apply, your conditional status is extended for a period of one year. USCIS does not need to hurry the processing. With the one year extension letter you can still work and travel. Generally processing goal of I-751 is 6 months. Over all CSC fits in the processing goal timeframe but VSC is way behind. Right now some of the Vermont fillers are waiting about 11 months. It is a common practice for USCIS to transfer petitions from one service center to another in order to balance workload and decrease processing times. In the last years VSC transferred I-751 so many times to CSC. Last transfer was in August 2015 when all January and February 2015 Vermont fillers were transferred to California for faster processing. Why Vermont is not transferring any cases now when the center is so far behind, this I do not know.

I am not a specialist, I am just a person who gives an opinion. A lot of the information that I have, I actually have gotten from this forum which is very helpful and full of many nice people. If you want answers from specialists, I can tell you that USCIS have a twitter hour every month. This month the hour is on April 12th between 2 and 3 o'clock. USCIS representatives log in twitter to answer customer service questions. You or other people from the forum can ask why ROC processing is taking so long and why Vermont is not transferring cases to California or Potomac. Also you can call customer service and ask them.Good luck!
