She needs to spend the majority of her time in the US as a permanent resident. If she stays out of the US for more than 1 year, her green card will be considered abandoned and she may not be able to re-enter which also means that your petition will be considered invalid.

How long is she visiting, when will she be returning to the US?

I think my sister who is US citizen can do all the paperwork needed. She has domicile in Queens, Newyork.

My mom will return within 10 months of her departure from USA.

Then will it hamper my petition?

If your mom is returning within the year then it'll be fine. Just remember, she has to spend most of her time in the US as a permanent resident.

Your Mother can file before she leaves, does she have a reentry permit?

Your sister is not really involved at this stage.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

No she has no re-entry permit. Actually she will enter USA in 21 March and will apply for me.

My father is sick for that reason she has to come back.

Within 10 month she will return to USA.

How much time it takes to get a re-entry permit and how much i have to pay?

So what happens to your Father?

So somebody else will look after him when she moves to the US full time?

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

You sister has nothing to do with your mom's petition for you. It is your mother who needs to be living in the US, not her.
