Yeah her stay in the Netherlands will not effect anything. Though she will need to disclose that she visited there on the DS-160.

I lived in Prague one year and Brussels for two years before moving here, i also had insurance numbers in those countries although i was a UK Citizen.

When doing the K1 visa i had to get police reports(translated to English also) from each country as i had resided there for over 12 months.I was able to also interview in London without any issues.

Did she have her name taken out of the dutch residence register (at the local town hall in the Netherlands) if not they may still want to tax her (you know how we dutch are with money). It does not effect the US visa application in one bit, but there is a slight change the dutch government will try to collect taxes if she did not have herself removed from the list

yes she just went there and did that last week
