a friend of mine is very worried about her visa packet... on the opening corner there's about 2 inches tore, she is worried that she might be denied on POE.. she wanted to know her option, she is thinking of bringing it back to US embassy, but her flight is already on friday... any opinion about this?

My Fiance just received her packet yesterday and she has the same issue (Manila/Philippines). No flights scheduled yet, but since the package is still sealed, I'm assuming there is no issue. Also, the warning says not to open the sealed package, yet the Passport/Visa is within the sealed package. A little confusing. I told her just to keep it as is.

That looks small. I would wrap the envelope in the plastic bag really tight, put it snug and secure in your carry-on and have ..... safe travels.

You have to removet he passport for the CFO sticker and to travel. Just cut a slit in the plastic to remove it. The important thing is thatt he envelope remains sealed. In the Philippinesa t lest the corner of the envelope is cut off. This is normal

That tear falls into the "normal" category. We have seen and heard from many with the same issues in the past and not one person was sent back to the Philippines after landing at their POE. Do as Hank states.

Officially this would be what you would do. Do you want to waste another 2 weeks for the Embassy to send a new packet to you?

If you have time before flying out from the Philippines, the US embassy Manila will require you to give the package back to 2GO to send back to Manila, then wait for its return. Turn around is about 10 business days. However, if you already have your ticket to the US, the Embassy asked that you come to the embassy anytime Monday thru Thursday, between 10:00 AM and 12 noon to Window 38, and bring a copy of your flight confirmation, and then they will reseal (or replace?) the envelope while you wait.
