It's a Vice-Consul inside the IV Unit inside the US Embassy in Manila.

For the PI the acceptance rate of joint sponsors for K petitions is low. Having a close relative (immediate family/grandparents) be the joint sponsor seems to be more successful.

joint sponsers on a k-1 for Manila IV - man that's a tough one,

as the IV Unit there in Manila uses a different set of 'local guidelines'. I don't know why, either, but it's allowed (for them) and it's done.

For visa approval it is totally up to the embassy CO. K-1 visas are 50/50 for approval with co-sponsors at USEM. Using a close family member (parents, siblings) does help to tip the scales in your favor.
