We have submitted the AOS fee first on 11th of April which some how got rejected god knows for what ever reason now we again submitted its fee on 1st june 2015 and its status is showing as paid and despite of being two weeks we have not received bill IV invoice and also our AOS package and DS 261 form is under review too we received a letter from NVC earlier that they have received our documents on 18-05-2015 and they will take 30 days to review it as our consultant sent them the AOS package now problem is review time as per their email will end on 17 june and we havent received any Bill IV nor we could submitt DS 260 as it will be available once we pay the fee so what should we do we have called NVC twice and both times the Rep said we will receive it within two to three days and we also told them that we have submitted the ds 261 form twice first on 1st june and the again on 10th june but the rep said its fine it wont put any effect on review but thing is we are worried coz the review time is gona end and we still havent received Bill IV is it normal that Bill IV takes such long time to be received and once we receive it and then submit DS 260 form will the NVC takes the same amount of time as they did with DS 261 or not. AOS bill and IV bill have nothing to do with each other except that they're both needed.

Wait 30 days from the last DS-261 submission for the IV bill to be available. You messed up the time frame by submitting it more than once.

We finally got our invoice today for the second fee. We were also rejected the first two attempts to pay the $120 fee. Every time I did it, it never gave me a confirmation, but an error message. I then waited 3-5 days, as to not accidentally pay twice, since it warned, do not pay twice. Happened twice & I never saw ot as rejected until later, when it had been accepted. I am an American, married to an Argentine, & we live overseas with our three children. I still maintain a US bank account & my Mom & I figured maybe it was a security thing because they could tell my internet IP address was not from the US. Since I tried to pay twice to no avail (& did not receive a reject message/just an error), I asked her to pay the fee & it went through for her & later we could see my two rejected attempts on the form.

I think that is the reason for the reject.

NLR but we also told the reps regarding that and both time they said its fine it will not mess up the review time frame and the reason we did it twice was of the fact that it again started showing incomplete so i again filled it up and submitted it. And soncrazed may be there would be a possibility of security reason on your end that your ip was showing out of states but for me my wife paid it both times and she happens to be in USA.

I paid our AOS and IV fees from my US bank account but on my Swedish computer and in Sweden and we had no issues, everything went through the first time around so I don't think it matters where your IP address is from. This was back in March and April though, before all these technical issues happened with the CEAC website. I know people on here who have been able to pay their fees straight away, others can't pay at all or have had to do it three/four times from the same account before it went through. :(

If you haven't heard anything about your choice of agent after two weeks from the 10th, I'd contact them and see if they can review it over the phone. That's what we did. It speeds up the process ever so slightly. :)

Mallafri76 thats the thing when we called the rep the first time she reviewed it online and said every thing looks okay and we will receive the bill in few days where as before the bill iv availability time was 42 which she said is now 3-4 days, after few days the DS 261 again started showing incomplete and thats when i refilled it and submit it and after two days we again called NVC and the rep again reviewed the Documents again and he too said every thing looks fine and it doesnt matter if we filled DS 261 form twice and we will get it in few days the Bill IV. But since then we havent received any thing. Is it some how that we change the agent because before we were working with the Consultant he filled our Petition form I-130 but afterwards we dont want his services so thats why on Ds 261 my wife nominated her as an agent. I hope it doesnt causing any delays.

I think changing the information on the DS-261 and re-submitting it will have caused delays, as they will do a new review. I think.

The IV fee bill usually takes longer than 2 to 3 days. I think we had to wait at least a week between our DS-261 being reviewed and until the IV bill was available. Might be even longer now with all these issues on the CEAC website. Can't believe they still haven't fixed them, after six weeks... <_<

If it's one thing I've learned during this process, it is to not trust the information you get from the various immigration agencies. I've gotten different answers to the same question, depending on who I spoke to. Very frustrating!

Yeah Mallafri76 true it is indeed confusing that some say one thing and some say another but what would you recommend instead of waiting for the website to open the slot for Bill IV should we pay it via mail i think u did the same. I think paying through mail will save us time.

Once you do the ds-261 do not open it again... even if it shows incomplete. The NVC call center staff wrongly suggested it would not change anything. I've lost count how many times people have reset their IV invoice by doing what you have.

We were lucky enough to have everything paid and submitted before all these issues with the CEAC website.

When to pay is kind of a lottery right now, isn't it?! :( You can pay through mail and then the IV bill opens up online a couple of days later, or hope it's gonna open up soon and wait weeks for it. I think it boils down to how you feel about it and how much you're willing to wait/chance it?

This visa process is long enough without all these technical issues. First the CEAC website and now embassies not being able to issue visas. Sooo frustrating!

Thanks NLR for guidance I wish i would have known it before now its useless to cry over spiled milk lol ;-) but we got the Bill IV invoice in email earlier this evening but the portal has not shown any payment slot opened regarding bill IV hopefully it also gets available later in the day and Malafri76 you are absolutely right that waiting is the worse thing in the world this Immigration process is already such a long and hectic process and more over this technical issue has caused more delay to it. But any ways if we pay it through mail what is the best option cross cheque or money order which one is the safest and quickest.

I would wait the week for the IV bill to show up. Call the NVC again and ask for the DS-261 to be reviewed. It can take up to 3+ weeks for a manual payment to go through.

3+ weeks is a lot of time for a payment to process so i think we should wait and you are right NLR we will call NVC today because they also said to call before the review deadline which happens to be 17.06.2015 considering their email in which they said they received our documents on 18-05-2015. But thanks NLR you are always very helpful.
