Filing K1/i-129 Abroad -- send where?

Hello -- long story short:

I (USC petitioner) am living currently on a scientists visa in France with French Fiancé. I have a job offer in the States and would like him to move with me as soon as possible. Looking into K1 visa since timeline here in France might be too short (administratively in France) to get married before I return to the States in a few months.

Question is: when petitioning from abroad for a CR1/IR1 (and filing i-130) it says to send to the Chicago Lockbox ... what I understand is that these get faster processing over all (after reading many VJ timelines and threads).

The page for K1/i-129 says nothing about filing from abroad like the i-130 does ... do I send it to Dallas or Chicago ? What happens if I send it to the "wrong" lockbox?

Feel free to ask questions if I wasn't clear.

All I-129F petitions are sent to the Texas lockbox, no matter what location you file from.


K-1
NOA1: 04/08/2014; NOA2: 04/21/2014; Visa interview, approved: 07/15/2014; POE: 07/25/2014; Marriage: 09/05/2014

05/23/2017 -- Mailed ROC application

05/24/2017 -- NOA1 date

05/30/2017 -- NOA1 received in the mail

06/05/2017 -- Biometrics letter received

06/13/2017 -- Biometrics appointment

09/05/2018 -- Approved without interview!

09/13/2018 -- 10 Yr Green card Received
