My wife is an international student from Vietnam and I'm a US citizen. We just recently got married and I have all documents ready but when I saw on visa journey listed about I-690. I wonder if I need to fill it out? Also on visa journey, it say that the fee can be waive if I send it in with I-485. But on USCIS, it does not mention about this or require the I-690. Looking forward to your help please. Thank You!

No waiver for this type of filing. If you can't pay the fees, how are you going to sponsor the immigrant?

No idea what I-690 is, there's a mandatory I-693 that has to be in your filing package.

Sorry for the typo on the other post, its I-601 not I -690.

If you need a waiver you need to file it, but that happens after a visa or adjustment has been refused.
