Is there a way to contact the USCIS from overseas ?

We have mailed our petition of I 130 and the result was rejected as per the NOA which is received on 14 Mar 2015 under receipt # WACXXXXXXXX during to wrong in address. we corrected the mistake, and sent the package back to Chicago lockbox, and the package arrived on 17.04.2015. Today is 27.05.2015, and still response from USCIS

we tried to contact USCIS, always the customer service transfer me to the immigration officer, the answer machine says : the estimated time to wait is 30 minutes, we will call you back..on a number, but that is not my number from where i am calling from ( I am in Dubai )..

Is there here any member who was able to contact the immigration officer from overseas ?

I purchased a Skype number (you pick a regular us number) and got unlimited calling it's a few bucks for the number and 14 bucks every month if you want to do that, it's worked great for me and they were able to call me back when I needed . And I'm able to annoy them 24/7 by calling as much as I want to immigration . If you have a smart phone and can download skype on it that is .
