SSN in only required for those that have one. A non-resident alien will not have an SSN. Ask the county clerk what they can use in place of not having an SSN. Typically that would be their passport.

get a supervisor,

and ask about it.

then report back here, the conversation and outcome of that conversation.

if chester county info on website is outdated, well, that will suck even more, and

it very well may be that the supervisor knows about k-1 visa folk, passport usage and visa foil usage. but ya gotta go in person, don't bother using a telephone at the philadelphia office - just go.

Ok. After studying and thinking, here is new advice.

go get ssn at ssa office today. Print i-94 first, bring i-94 and passport into ssa office, apply. Then go in again, next business day, get printout of number [not card]. Take passport and printout, apply for marriage license.

in chicago, cook county, they would not accept her BC as 2nd ID, after much discussion, passport was ID #1 and the K1 visa inside was #2.

Ok we ended up at Chester country per the great advice above! We got our license with just the passport. Philadelphia needed the birth certificate so I'm so glad I got this stellar advice!
