Would someone be so kind as to explain the priority date to me. What significance does it have?

The priority date has significance to those who are not citizens yet and have to wait for Visa numbers.

For example if you go to the Visa Bulletin here http://travel.state.gov/content/visas/english/law-and-policy/bulletin/2015/visa-bulletin-for-march-2015.html for a F2A category (petitioning Spouses and Children of Permanent Residents) The priority date is 22JUN13.

That means they those who filed June 22, 2013 and before are current now and they are being processed.

If you are a citizen priority dates mean nothing because Visas you need not have to wait for a number.

I know for K1 visa it is so the Embassy know that the petitioner stills wants to sponsor their fiance. Like if the priority date expires before the beneficiary's interview they have to bring another letter of intent to marry from the petitioner with them the day they have an interview.

Our embassy doesn't give a lot of information for K-1's. So I have to use the spousal visa (immigrant section) of the Kabul Embassy website. It says:

After receipt of the approved petition, and when the filing date (priority date) of the petition is reached, NVC forwards a "Packet 3" to the beneficiary, specifying the documents needed and actions that must be taken by the beneficiary and the petitioner prior to issuance of a visa.

Does this mean I need to wait for a priority date to pass? We have been waiting for longer than I would expect for the Packet 3. Our petition is there, but no word yet. We filled out the DS-160, scheduled our medical, and I sent them an email with all the applicable information. I hope there is not a delay; but it seems this priority date should have only have significance during the NVC stage.
