You can apply for citizenship before your ROC is approved. In fact, it will force adjudication of your ROC. This of course being if you apply at the proper 3/5 year - 90 days mark.

3/2/18  E-filed N-400 under 5 year rule

3/26/18 Biometrics

7/2019-12/2019 (Yes, 16- 21 months) Estimated time to interview MSP office.

No mail here either... I am not clear on the quote below.. We can start applying for citizenship now?! I believed we had to wait another 3 years, as the "conditional" part did not count and you had to be permanent resident.

Well, if you are still married to your original partner you can apply at the 3 years minus 90 days point, yes. Conditional residency counts.

Still waiting on my notice - that's what living in the boondocks of GA does for you.

Still, since we know it's either local office or CSC, I'm in no big rush.

but does they explained in the letter why was transferred?? Or it just said was transferred to CSC?

I received the transfer notice in mail last Saturday. Transferred to CSC, which is not my local office. Hope this helps.

It only says that it was transferred because CSC now has jurisdiction over it. I guess the reason for transfer is what sammyboy34 mentions above: redistributing the workload.
