Actually yes, but why your I130 will be done long before a DV would and the chances of winning are about equal to getting hit by lightening. As long as you don't already have another US resident visa you can apply for DV lottery ( assuming you come from a place where you can apply in the first place )

This will not be over quickly. You will not enjoy this.
