If any of those foods are not allowed, they won't fine you, they'll just confiscate them... if your POE is in California, I'm sure most of those canned goods and cosmetics can be bought at any seafood city or island pacific store...

Well, good news is they have Likas Papaya and other popular Pinoy cosmetics at Seafood City or Island Pacific, as well as Lucky Me Pancit Canton (4 flavors!)... the bad news is that they cost about 3-4 times more if you convert dollar to peso, which is probably why the in-laws want you to buy them there so you can save money (or "they" can save money, hehe). As far as I know packaged, export quality commodities shouldn't have problems with customs as long as you declare them ... and as I said, worse comes to worst, they'll just confiscate them at the airport...

Yep. At LAX, they asked me if I had meat, I said corned beef and luncheon meat, and they said its fine.

Most of those foods are on the X list, especially the meats.

The US is strict with that to protect the US grain crop from foreign parasites. California is even worse in order to protect the California citrus crop. So these laws are there for good reason. Please do not try to circumvent them.

The powdered milk is fine as long as it is sealed and in the original carton.

The health and beauty products are fine.

I guess you meant to say "most of those products are allowed except maybe the meat," unless you accidentally exaggerated...

What's allowed according to this page:

https://help.cbp.gov/app/answers/detail/a_id/82/~/travelers-bringing-food-into-the-u.s.-for-personal-use

-Canned goods and goods in vacuum packed jars (other than those containing meat or poultry products) for your personal use

-Fish- personal amounts of fish, shrimp, abalone and other seafood are allowed and can be fresh, frozen, dried, smoked, canned or cooked

-Noodles and ramen that do not have meat or eggs in the spice packets

Canned meat is allowed entry, except beef, veal, lamb, mutton, venison, elk, bison, etc., from countries affected by bovine spongiform encephalopathy (BSE).

So while corned beef may be questioned if the Philippines is affected by BSE, the others should be fine as long as they are declared.

When I came back from the Philippines, I brought home pastillas de leche, kornik (fried corn kernels), danggit (dried fish) and cassava cake (coconut), all in sealed bags and containers... the only issue I had was one of the officers asking what a cassava was and does it have drugs in em... I'm sure he meant it in jest ;)

It would be funny if country of origin for the corned beef was the USA. Not much reason to bring corned beef, it is EVERYWHERE here.

Well, only reason I can think of as to why they try to bring corned beef (usually purefoods brand) or things like likas papaya, eskinol astringent, etc is the peso vs dollar cost... you can buy a sixpack of corned beef at puregold in the philippines for the price of one at seafood city in carson, ca I heard >.<
