Army Medical Records - Vaccines

My fiance in the Netherlands is having a very tough time getting his army medical records (for record of vaccines) from the Dutch Army. They seem extremely unorganized and can't give a straight answer. It's been over a month and it's actually taken longer to get these medical records than it took for our NOA2 to arrive and for the paperwork to be sent to the Embassy in Amsterdam.

Any suggestions? Several formal written requests have been made along with many phone calls. Is there any way to get around this?

I never would have thought that this would be what would hold up our visa process.

We are both extremely frustrated.

Do they require the previous vaccination records at the medical there? If not, just go without them and get the ones required for AOS, which are MMR, Tdap/TD, varicella(unless you already had the chickenpox), and the flu shot(only in flu season, Oct. - Mar.). http://www.cdc.gov/immigrantrefugeehealth/exams/ti/civil/vaccination-civil-technical-instructions.html#tbl1
