Difficulty attempting to change address to receive "green card"

Anyone know how to change the address where actual green card is sent after it has been approved?

When I paid my wife's $165 immigrant fee, it did not give me a place to input an address. When she logs on, the address field is empty. I called USCIS twice, first time they gave me wrong info, tried to walk me through it online (unsuccessfully). I later spoke to supervisor who said they would have to handle this by hand by filling out an AR-11 with us on the phone. I was then told to wait a week for postal mail confirmation of the address change.

But what I got in the mail today is puzzling. It states that "after reviewing our systems, we have not found any evidence that you have filed an application or petition with us. Please ensure that the receipt number provided is correct. If you have evidence that your application or petition and fee were accepted, please submit a new application or petition to this office with proof of prior payment....."

Then on the bottom, in a dark box, it states that "in the above referenced call, you requested that we update your address. Please not that there are instances when we are not able to update an address. We will notify you if we were unable to update your address. If we are able to update your address, we will do so as soon as possible."

This is cryptic nonsense. What to do?

Timeline

She needs to have a change of address done , referencing the IOE receipt # in ELIS.

If done quickly, there is a hope the green card will be shipped to the new address.

Is only a hope - it works for some folk and not for others (myself included).

The address stored in ELIS (that is inputtable) is not used for green card mailing, even though it 'looks' like it is.

When you check ELIS today, what is the status in ELIS ?

Sorry for the delay in getting back to you. Things are very hectic here.

In ELIS, currently the case status for US Immmigrant fee is "ACCEPTED."

In the ELIS profile, the Physical and Mailing Address fields are both blank, and we cannot enter information to change them. This is what is worrisome to us, although you are saying these addresses are not what they use to send the green card. So is it OK to leave these fields blank? What address (from which form we completed) will they use to send the green card?

When she entered the USA, there was an address on file from the DS-260. That is where they are sending her green card.

Did you submit the AR-11?

You will not recieve the green card until the ELIS says "closed - card produced."

It takes 1-3 months from POE or from payment (whichever is later) to recieve the green card normally. If you are beyond that time period then you need to put in a service request. If that fails then about the 6 month mark you contact your congressman's liaison and ask for help.

I believe we "submitted" AR-11 verbally to the Tier 2 person on the phone (if that is possible).

OK, so I guess we shouldn't worry about the address fields being blank in ELIS.
