That's very rare. Usually it will transit at NVC assigned you a case number.

rare? but still possible? or is it not possible at all, and he just said something just because.

For me, this is the first time I've heard about such case. If I were you, I would send separate emails both to NVC and to your embassy so you can have everything documented. Even if your fiance called and got ahold with an information about your files going through the consulate directly from uscis, it's still better to have it in writing. Explain your situation and include all pertinent information of your application such as your NOA 2 date, petitioner's name, beneficiary's name and uscis receipt number, so they can easily match it with your files.

Have you talked to a level 2 support person at the NVC, Have you called the service center you were approved at, Have you tried to call or e-mail the embassy. You might also call your senator and put in an inquiry.

Your fiance might have been referring to the NVC letter when it says "the petition has been forwarded to the consulate..."

He needs to call back. He needs to ask for a tiir 2, and insist on it. If your consulate doesn't have your case, it ought to still be at NVC. You must understand that the people who answer the phones are reading off a script. They can't tell you anything. Have him call back.

I can explain it to you. But I can't understand it for you.

I said very rare because they told you that. I never heard that before that's why I said rare if it happens. You need a case number from NVC. I am wondering what will they say if you ask them," how come it does not transit at NVC when they are the one who assigned you a case number?". You need to be tricky to them when they make many accuses while all you do is ask them about your approved petition. Edited by Girl from Celebes
