Where to file 129 f if living abroad

Timeline

My fiance and i live in Turkey. I am a us citizen by birth and he is Turkish. We want to apply for a K1 but I need to file a 129-f. I have the paperwork filled out but I don't know where to send it. I tried contacting the us embassy in Ankara but they only answer questions about immigrant visas twice a week for an hour. I also called during those hours but I was on hold the whole time so they are really a pain to get a hold of. Where do I send it? Also where do I pay the fee,can I do it online?

Regardless where the USC is currently living you must send to the address as indicated in the directions for the I-129F, in Texas. However, as a US citizen who is currently living in Turkey, you must make absolutely sure to establish domicile in the US with a job in the US, or enough assets on hand to qualify for the I-134 followed later by the more specific I-864.

Every state in the US has different requirements to prove residency. You stated that you are currently living in Turkey. So, that means you do not currently have domicile in the US. You can still file the petition, but you must move back to the US and re-establish domicile. You can check online to see the requirements.

But I have my life in Turkey and I have my parents place in the US so I still do have domicile in the US at my parents. I have domicile in 2 places Why do these people want to make my life so hard

Timeline

I have a perminant adress in MN and I pay MN taxes so I am a resident. I put my parents place on the tax form so I am a resident according to that. So what do I do now, send and wait?

Can I get married while on a K-1 and then change it to a spousal visa? We want to marry but the engagement visa process takes a long time. Can we get married while we wait?

You are confusing the terms "domicile" and "resident" you need to be both a resident of (you have a place to reside) and domiciled in (you're living there) the U.S. The fiancee visa is for your fiancée to join you in the U.S. so you can get married. You may not marry in Turkey while you wait for the fiancée visa -- you would no longer qualify, as one of the requirements is that you be single. You CAN get married and file for the spouse visa (IR1/CR1). They both, however, require you to be domiciled in the U.S. at some point for the visa.
