I have been living in UK from last 10 years. I applied for US tourist visa twice. First time about 6 years ago and then second time about 3 years ago and my both visa applications were refused. At that time I was not a british citizen. Now I become a british citizen. Can apply for ESTA?

Yes you can apply. You may get refused due to the previous refused visas, so make sure to apply well in advance.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

As stated, you can apply. Just be sure to declare the previous denials on the ESTA application.

Day 400 (2/7/19) Denial revoked; N-400 approved; oath ceremony set for 2/14/19

Day 407 (2/14/19) Oath ceremony in Dallas, TX

If you disclose the previous visa denials, and ESTA is still approved, you're good to go. The only way to find out is to try. Do it. You can do it right now in 5 minutes.

As others have stated, do not make the mistake of not disclosing the previous denials. Your applications are linked to you, not your passports.
