If they were indeed wrong, then for PR sake, they would have changed tbeir decision and maintain the high ground.

If the consulate did indeed make a mistake (entering numbers from documents into a computer system?), their path of least resistance would have been to fix it, so that the error wouldn't be discovered on appeal/review or, worse, during the compulsory audit that comes later.

Everybody did not, in any way, shape or form, agree not to fix a mistake.

Exactly...the consulate would have more to lose than gain by not overturning their decision, if it was indeed incorrect. The fact that the OP conceded strongly suggests the consulate was right. So, move along, nothing to see here anymore.
